What Does the Lithuania Constitution Exam Actually Cover?

Before you start studying, it's worth knowing exactly what the Constitution basics exam tests — and which similarly-named exams it has nothing to do with. Here's an overview based on the ministerial order that approved the exam programme, plus information published by the National Education Agency (NŠA).

Its legal basis

The content of the exam is set out in a 2004 order from the Minister of Education and Science, approving the programme for the Constitution basics exam. That programme lists around thirteen subject areas, spanning both the structure of the state itself and the relationship between the individual and the state.

The broad subject groups

In practice, the material falls into three broad areas:

  • Human rights and freedoms — what rights and duties the Constitution grants every person;
  • The structure of the state — how the Seimas, the President, the Government, the courts, and local government function;
  • Citizens' duties — what being a citizen of the Republic of Lithuania actually entails.

Exam format

The exam is computer-based and taken at a base school. It consists of 20 questions, each with three answer options, and you need at least 14 correct answers out of 20 (70%) to pass. This can change over time, so before your exam, confirm the current format directly on the NŠA website.

Why a chapter-by-chapter approach works better

Since the exam draws on the entire Constitution, cramming the night before rarely holds up. It's more effective to go chapter by chapter, review whatever you get wrong along the way, and run through a timed simulation at least once before the real exam so the format itself isn't a surprise.
