Who needs to take it

The Constitution basics exam applies to foreigners applying for Lithuanian citizenship by naturalization, and to those who need it for a permanent residence permit. The order matters: you must first pass the State Language exam before you're allowed to register for the Constitution exam — you can't take the Constitution exam first, or without having cleared the language requirement.

How to register

Registration happens online at www.migracija.lt. You can only sit the exam at a "base school" (bazinė mokykla) in the municipality where you live, study, or work — if that particular school is full, the system lets you pick the nearest alternative. Once registered, you'll see the school's address, phone number, and email.

You then need to pay for the exam directly on the site (the "Make payment" button). Candidates who haven't paid aren't added to the exam roster, so registering alone doesn't guarantee your place. On exam day, bring a valid ID document.

What it costs

The Constitution basics exam costs €21. Since it can only be taken after the State Language exam, budget for that one too — it's €57. The two are registered and paid for separately.

What the exam day looks like

The exam is administered electronically, on a computer, at the base school, and covers the fundamentals of the Constitution — human rights, the structure of the state, and citizens' duties. It consists of 20 questions, each with three answer options, and you need at least 14 correct answers out of 20 (70%) to pass. This can change over time, so before your exam, confirm the current format directly on the NŠA site.

Results and certificate

You'll find out your result by calling the base school where you sat the exam — results are available no later than 12 working days after the exam. Certificates are issued by the National Education Agency and handed out through that same base school.

If you don't pass

You're allowed to retake the exam — you'll just need to register and pay again through migracija.lt.

Who's exempt

Certain groups are exempt from both the State Language and Constitution exams — including people aged 65 and older, and those with certain disability statuses or a severe chronic mental illness.
